I think this quote means that when everyone wants to make a change, then they unite, then the change can be made and even more can be done.

I think it means if the Evoke team work together they can over come the food shortage problem in the city.
Evoke Team = The web / The spiders that made the web
Food Shortage = The Lion

i think this proverb, "When spider webs unite, they can tie up a lion." means that if everyone works together they can conquer much more than they can alone. United efforts and ideas can make a much bigger impact.

To me this quote means as individuals we are helpless and weak but as a wh*** we can make a real diffirence. We have the power to unite and become a wh***.

I think this quote means that the power of one is small but the power of many is large
