Well in Evoke its saying that the people who own the land can and will destroy it for money and nobody can fix it until they stop so they need to help the owners learn about what they are doing wrong and how to fix it

When you do bad things that destroy a city people, or a region, then it can't be rebuilt while you're destroying it. After all, the new things will just keep falling down.
