Alternative Technology and Renewable Energy
There are lots of people out there working on solutions to sustainable energy. A quick google came up with this site about energy inventions and has examples of portable wind generators, human powered cells that pick up energy through the day and can power mobiles, pacemakers, small electrical equipment. Batteries that are self powered. The Centre for Alternative Technology offers good advice on all sorts of renewable energy technology currently available. The Practical Action people have great videos of alternative technology and renewable energy making living in remote areas much more possible.
One of the problems I see about the agent that went to the favela in Rio was that she was doing it on her own, turning up in a foreign country and starting to build community relations and generators on your own seems hugely brave but a bit of back up and more resources would havebeen a more obvious route.

The balloon and disco technology is more advanced but probably needed more in way of funding and development but anyway actually making and setting one generator up seems like a good result for one person, bit by bit maybe not over night I reckon those generators will spread.
