The nearest city to where I live is Zurich and it's resilience strategy as outlined in the following article is mainly technological:
To summarize, authorities distribute information about disasters or potential disasters through internet updates, RSS feeds, Twitter, Flicker, podcasts and other technological media. But, there is yet to be a consensus on how to mobilize help in case of disaster. The neighbors were aware of being able to find out information about disasters and alerts online, however, they were surprised to hear that a model for mobilizing help had not yet been developed. They assumed that this would have been the first thing developed instead of the technological side.
