This little barangay (community) situated on an island in the central Philippines is an example of a community learning how to help itself. Receiving no help from the local government, the people began to collectively finance a system of pipes to make sure that clean water reached all of their homes. They also created a new chlorination facility. The plan was to make sure that instead of having a wh*** village relying on one tap, every 6-10 households would have their own set of taps to draw fresh clean spring water from. With some extra funding from NGO's, the project has changed the lives of people there. What makes it an inspiring story is that a group of people who needed water got together and did something about it, taking into their hands actions that they did not want to leave in the hands of a corrupt and ineffective government ministry. People helping themselves, now that is something that should be encouraged!
