Soon, in perhaps just a decade or so, our water supplies and infrastructure will be unable to cope with the many pressures of climate change.
Many millions of people will be displaced, and many will perish in the conditions.
To cope with climate change, significant public works on infrastructure will need to be completed - sea walls, pipelined water, new energy sources and distribution.. the list goes on.
I have an idea that borrows from the effects that world war 2 had on our nations, specifically that large numbers of migrants that came to my own country (Australia) to work and start a new life.
Many large scale projects were completed by the migrant workers, who then found a proud place in our society having been part of building some of our nations greatest achievements. Why can't we provide some kind of opportunity for climate refugees.
This day in age, the threat of terrorism and cultural differences are a massive barrier to the uptake of refugees, and I cannot fault the thinking of those that worry about such things. However, a solution must be found, for the greater of humanity we must find a way to balance these things.
The overview of my idea would be that each nation provide citizenship for any climate refugee that wishes to make a new life, under the provision that they would commit to a term of building infrastructure in their new home. The term would be one of years, not months, but during that time they would learn skills, be given accommodation, food, a very small amount of income and also free education for their children. Women would be encouraged to work in food, agriculture and education, men would be best suited to physical positions and learning a trade.
At the end of the term, they would receive their citizenship and the governments should then offer small low interest loans for the purchase of cheap property and setup community home building where the migrants would each help build each others homes using their new skills.
The migrants could also opt to continue through working in this way after the term had been completed, instead, but it would not be required of them.
Obviously the same arrangements would be offered to the citizens of the nation, without the citizenship.
For example, in Australia, we have a country that is flooded up north, and parched down south. We (and other nations) desperately need to pipeline the entire country. There is enough water, but we have no way to capture and store it, pipelines crisscrossing the country could provide this, and save us from a water crisis. But the expense is huge for Australia, since our country spans so much territory. This migrants could be helping Australia offset the costs of constructing this pipeline system, at the same time allowing an opportunity for those stranded by climate change to have a new start in life and find a place with pride of their achievements.
As a way to support the successful introduction of these refugees from various cultures, doc**entaries should be show to the public, showing the many great things they are accomplishing for the nation, following the plight of those that are giving so much to a nation. We are all human, and it only the fear of the unknown that gives us pause. Getting to know them is the solution. Schools could do field trips to see the progress and help out, it is especially important to build understanding from a young age.
Probably the hardest pill to swallow, but one that would make the prospect so much more viable for nations in our current world climate, would be that each climate refugee would need to be included in some kind of identification process while they were under the terms of earning a citizenship. I believe that each nation has a right to protect itself from elements that would abuse this system, and although it pains me to say it, I think this would be necessary to ensure security. In the greater humanitarian scheme of things, it is a small price to briefly pay.
