Innovation is not an easy thing to achieve, and one of the important things to have in mind is you should not fight culture.
From country to country or town to town, culture varies, and with it, the habits and methods of how people live and do things.
If you want to change something, or improve it, this should take culture in mind, and in all means possible be planned to integrate with it, changing it for the best but not changing the culture or habit in itself.
I believe things can be changed with time, but in a pratical 3 year innovation plan to change, for example, local habits with new tools, has a high probability of failure. The new methods and tools will clash with the traditions and way people learned to use them, likely to result in negative approach and waste of time and effort.
