EVOKATION:Empowering women

Project topic: Reducing highway accidents and maximizing road safety through the use of female drivers.

Road accidents are a major cost of deaths in the world.In cameroon fatal road accidents are in the rise since the mid 80s. Statistics show that atleast 1,200 deaths and over 6,000 wounded cases costing over FCFA 80 billion have been recorded during this period.On the 20th of November, 2008, the Ministry of Transport held a two days training seminar to explain the guide for road safty agents and the legal framework for issuing transport doc**ents in Yaounde.

Organised by the Ministry of Transport, the training workshop brought together divisional delegates of transport and the forces of law and order in charge of road safety in the Ministry of transport. The aim of the workshop was to reinforce the capacities of the participants to master road safety measures.Following systematic control of car doc**ents by some road safety agents on the principal highways, the Ministry of transports ,with the technical assistance of a private consultant published a guide for road safety agents in view of valorising and harmonising the activities of road safety agents on the field.Opening the workshop, the secretary general of the Ministry of transport, Jean Pierre Soh , said systematic control of car doc**ents by road safety agents made the public have a negative perception of road safety campaigns.He stressed the need for emphasis to be laid on the sensitisation of road users rather than the control of car doc**ents.The secretary general also called for the mastery of the procedure for issuing Transport doc**ents in an attempt to check fraud. Latest statistics shows that about 100 Cameroonians die in road accidents each day. This was revealed by the Director of the department of civil protection , Dr. Jean Pierre Nana in Yaounde on the 1st of March , 2010 during a ceremony marking the World Civil Protection Day.

Presently , in Cameroon only males are drivers in the transport business.The female who drive , drive their private cars. This proves that 100% of road accidents produced in the transport business is produced by male drivers. This is why I chose to write my EVOKATION on Empowering Female Drivers in the Transport Network. Inés Alberdi , UNIFEM Executive Director said that Equality means Business. If you want to provide solutions to the problems faced by female sex in Cameroon , we must include the female sex in all businesses , for example the Transport businesses.

ELEMENTS OF THE EVOKATION

The Place: I will like to make the difference in the Transportation network or business in Cameroon. I will focus my efforts on the female community of Cameroon. Begining with the Littoral region , Central region , Northwest region , and the Southwest region.

The Challenge: My aim is to prove that with the help of female drivers , road accidents could drastically reduce. My aim is also to place females at leadership position. As highlighted above , 100% of highway accidents in Cameroon is caused by male drivers. Therefore , I want to give a chance to female drivers to show what they are capable of , and to help reduce highway accidents and increase road safety. The entire government of Cameroon will benefit from the result of this project.

The Idea: My plan of action is as illustrated below.

CATEGORIES OF WORKERS

Temporal Workers: These are workers that after they have met their objectives they could become entrepreneurs. They will drive taxis. Transportation will be done within the community of the Littoral region. In the long run we will take it to the other regions.

Working conditions: Transportation within a community could generate at least FCFA20,000 daily. But a minimum of FCFA10,000 will be collected from drivers daily. Therefore, temporal workers have an opportunity of making FCFA10,000 daily for themselves. They will benefit from a brand new car to start their own business after they have met up with the cost of the World Bank's car.

Permanent Workers: These workers would be paid a monthly salary of FCFA75,000 (US$ 150) and will increase progressively. They will drive buses. Transportation will be done from one region into another, for example from Douala to Bamenda.

TOTAL NUMBER OF WORKERS

Female workers = 90

That is , 38 permanent

52 temporal ( To be entrepreneur in the future)

Male workers = 10 (all permanent)

Aggregate:

Permanent workers = 48

Temporal workers = 52

WORKING HOURS

Temporal Workers

From 6 A.M to 8 P.M

1st group: From 6 A.M to 1 P.M

2nd group: From 1 P.M to 8 P.M

Permanent Workers

From 6 A.M to 6 A.M

1st group: Transport to a region

2nd group: Transport from a region

For now , I hope to diperse permanent workers to the Littoral region , Central region , Northwest region , and the Southwest region. Each region will have 7 drivers ; 5 female drivers and 2 male rivers.Each region will have two branch managers ( all female).Each region will have 7 buses.

Management

Two branch managers per region ( all females)

Two female board of directors and two male board of directors

2 cashiers per region ( all females)

ESTIMATED COST TO BE INCURED

Permanent workers salary:

20 female drivers, 8 female cashiers , 8 male drivers = FCFA75,000 *36 *12months = FCFA32,400,000 (US$64,800)

8 branch managers (female) = FCFA200,000 * 8 * 12months = FCFA19,200,000 (US$38,400)

2 female board members = 2 * 300,000 *12months = FCFA7,200,000 (US$144,000)

2 male board members = 2 * 300,000 * 12months = FCFA7,200,000 (US$144,000)

Total worker's salary = 32,400,000 + 19,200,000 + 7,200,000 + 7,200,000 = FCFA66,000,000 (US$132,000)

28 buses; 7 buses per region ( Based on World Bank's Aid )

52 cars ( taxis ); 1 car per driver ( Based on World Bank's Aid )

Legal dues will be negotiable with the government of Cameroon

ESTIMATED REVENUE

Taxis : 52 * 10,000 * 24days * 12months = FCFA149,760,000 ( US$299,520 )

Buses:

Assumptions

C**mulative average cost of travelling per customer from one region into another = FCFA3,000

Assuming that each bus has 35 seats

A bus is to be used twice a day , and a total of 30 working days

Thus, buses' revenue = 3,000 * 35 * 2 * 28 * 30 * 12months = FCFA2,116,800,000 ( US$4,233,600 )

Estimated minimum revenue per annum = 149,760,000 + 2,116,800,000 = FCFA2,266,560,000 ( US$4,533,120 )

ESTIMATED PROFIT BEFORE TAX

Estimated Revenue - Estimated Cost = 2,266,560,000 - 66,000,000 = FCFA2,200,560,000 ( US$4,401,120 )

Assume legal dues and other charges = FCFA200,560,000

Therefore,Estimated minimum profit after tax and other charges = FCFA2,200,560,000 - FCFA200,560,000 = FCFA2,000 000,000 ( US$4,000,000 )

The Money

This profit could be used to increase the number of transport cars,transport buses, number of workers , and increase salary of workers. With this project mechanism put into place, the Cameroonian society will experience a positive result. As I explained above in my plan of action , the first US$1,000 given in support of this vision will be used to empower women and to reduce highway accidents and also increase road safety.

I believe this project will succeed where others have failed because this idea is brand new and I have a clear vision on how I will allocate the resources. Presently , only male drivers are involve in road transportation network businesses.Male drivers cannot stop/reduce road accidents alone.They need the help of their female counterparts. Let the World Bank give an opportunity to female drivers in Cameroon to help cut down the rate of road accidents and to increase road safety in the transport network. Fourth of July on the Lake
