Panel A
It is January 2021; there a severe storm and snow in the mountains of Lebanon. The population is starting to suffer from a food shortage, especially after a harsh dry summer, with modest agricultural output, as a result of continuous desertification, climate change and degradation of water resources, which affected negatively on their food security and reserves.
Observer 1 (in Lebanese mountains)
"The situation is extremely difficult here. It has been going like this especially in the last decade. The people are hardly can survive this winter. Food reserves are very low, so are means of heating…"
Observer 2 (Beirut (the capital))
"Yes, we can also feel the bite. Food quantities are even low here to unprecedented levels. I think we have to act fast, because next year will be more intolerable. We can not continue in the present situation. It is hard to survive in the present conditions. I think we should ask for some advice."
Observer 3 (Evokation center, WBI, Washington, D.C.)
"It is time to act and to act decisively. You can not continue like this. It is about time that you should activate an urgent evocation plan for the development of the agricultural sector in Lebanon, which would create better livelihood conditions, secure food security, protect water resources and increase agricultural output. I am preparing a project in that respect which we should discuss it in the near future, and move onward in implementing it".
