I think you need to understand more than just the content of a problem, but the very context of it. You get similar issues in different places and you are most probably going to solve them differently because their context is different. When looking to solve social issues, you really need to be 'into it'. You ought to become an insider. Whether through research or 'first degree exposure', you can Never solve a social issue if you don't understand it and its people/country thoroughly.
