In a case of an emergency the biggest way to focus peoples time and effort would be to establish a point of contact that is known in the community.I would organize religious leaders because they are the secondary sources of healing and leadership that the communities turns to.

I think that Hurricane Katrina, while a terrible disaster, showed the power of religious leaders doing disaster relief. Religious leaders are an important group to organize and mobilize and like you said they play an important role in the community.
