There were negotiations a while ago between the town of Saskatoon with the Muskeg Lake Cree Nation in creating an urban reserve. This is not the first urban reserve to be built. This will allow a better relationship between the First Nation and the government, which has been very shaky in the past.
"Muskeg Lake Cree Nation developed an effective negotiating approach, characterized by clear, well-defined goals, flexibility, and a determination to conduct the negotiations patiently and from a "business" point of view."
By "a while ago", this happened in 1988. Saskatoon became the first city in Canada to have an urban reserve, built for the purpose of being a commercial and economic development plan for First Nations. This urban reserve is called the Muskeg Lake urban reserve, or the McKnight Commercial Center. This reserve is found on the Eastern end of Saskatoon and is about 33 acres of land in size.
The reserve is connected to the city's infrastructure and the reserve's development have to be in accordance with the city's laws and by-laws. All services given to the city are also offered to the reserve, such as snow and garbage/waste removal, fire and police services,etc.
Being a part of the infrastructure, they are given gas, electricity and water from the same source that the rest of the city would receive.

So, since the 20 year mark, the reserve has created hundreds of new jobs, dozens of new businesses and "First Nation" organisations have been established, and the city of Saskatoon has been cited as a model for other urban reserves.
Such buildings there include retail stores, banks, and offices. There is also a wellness center that will specialize in diabetes research. The town is thriving and well.
