The topic of the evidence was innovation in Africa, so who would better understand what an african needs than another african? The intuitive mechanisms used to understand basic interface are usually shared in large communities, but unfortunately not world wide, so promoting local innovation is much cheaper and efficient than importing innovation. Also the needs, level of technological complexity and affordability are best understood and decided by the people who end up using the product. There is a reason why there is no african version of the iphone or a space program.
