Cash Transfers Programmes - Money to poor/beneficiaries
In connection with sending Cash transfers/Money to the poor selected beneficiaries in the social safety net programmes, Different transfer mechanisms are being utilized throughout the world. For example giving/managing payment through Debit Cards, ATM, Point of sale (in case of Brazil and in earth quake and internally displaced persons payment was done through these mechanisms). In few programmes of social safety nets, payment is being made through State bank, National banks, Post Offices through transferring money in their individual and consolidated accounts (similar mechanism are also used in Pakistan and Turkey). In some cases payments are made through Mobile Phones and mobile franchises being used specially in Kenya. In some conditional cash transfers and School scholarship programmes money to beneficiaries is distributed through ceremonies at school focusing the school enrollments.
In all these methods for transferring funds to the poor selected households/beneficiaries, Administrative cost as efficient as possible, better service network, transparency and accountability are main design considerations.
