OFF-PANEL 2
It hasn’t stopped raining since 5 days. People were forced to leave their houses alone to get to safer places in the hills behind the city. Many shops have been plundered due to fallen out electricity systems. The people are hungry, and there are little drinking water resources left. If it doesn’t stop raining within the next 24 hours, the city will have a severe food and drinking water problem.

If it doesn’t stop raining soon, we will have a severe humanitarian problem.
EMBER 2
And it is not regarding only Bangalore. Mysore and other nearby cities in the region are affected, too.

Let us check the situation in the other two emergency colonies. We need a plan in case the rain doesn’t stop!

The city hall, in the eastern part of the city, where water hasn’t flooded the streets yet. The mayor of Bangalore and his assistant and mayors of parts of the city are holding a crisis conference.
SUB MAYOR 1
Mayor, already 6 of 17 suburbs of Bangalore are completely or partially standing under water. What is our plan if the water keeps on overflooding the city?
SUB MAYOR 2
We need to do something, otherwise the city gets flooded, people are dying, they have to leave their houses, they have nothing to eat! We will get a serious epidemic problem, if we already don’t have one!
MAYOR 3
I know. I must admit, we ran out of plans. I guess we have to make an EVOKE.
SUB MAYOR 4
Do you think these do-gooders can help us?
SUB MAYOR 5
I am not even sure they really exist!

ALCHEMY 1
The situation in Bangalore is getting worse. I know the mayor of the city. Maybe we should intervene. We have to avoid the same situation like fourteen years ago when over 13,000 people died caused through heavy monsoon rain falls and the resulting epidemic disaster.
MEMBER 2
Maybe we shouldn’t be too overhasty? Maybe they can handle it alone.
EUREKA 3
I think we must absolutely intervene! I just talked to Ember. The situation in the city is chaotic.
PANEL B:

EUREKA 1:

ALCHEMY 2:
We will revert to the plans we elaborated for the flood catastrophy in Indonesia four years ago. Eureka, I will send you and two other agents to solve the problem.

Twelfe sick beds are standing in the room. On each of them, an ill person is lying. Two red cross workers are talking to each other.
WORKER 1
We already had four cases of stomach desease caused through contaminated water right now. The situation is getting worse. We need some clean resources of drinking water, or another solution!
WORKER 2
The rain keeps on falling… I heard that the palace and main parts of the Cubbon Park are flooded. This is getting a nightmare, if it keeps on raining!
PERSON FROM BEHIND 3
Have you heard of my wife and my son?? They haven’t reached the emergency colony yet!! Ooh, I feel so sick .
He is grimacing and expressing his aching stomach.
WORKER 4
This is the fifth person missing today. We need some help. We are out of resources!

EMBER
I just got the message that a call has reached the Evoke network. Alchemy is going to solve the problem!

The mayor of Bangalore, Ember and two other members, who are actually presenting something on the screen, as well as fifteen other members of the city council are sitting in the conference room.
MAYOR 1
And you have a solution to all of our problems? Obviously, you will not be able to stop the rain!
EVOKE NETWORK MEMBER 2
We divided the case into different issue areas. We have developed a plan for each area.
EVOKE NETWORK MEMBER 3
First of all, we need to ensure supply of the emergency colonies with clean water and food. We have to ensure a working logistics system.
EMBER 4
We are using the potable water dispensers developed by a social innovation team one year ago. They are already running mass production and can be delivered to Bangalore within 16 hours. We ordered 16,000 of them.

EVOKE NETWORK MEMBER 1
Obviously we can’t stop the rain, but we can ensure working logistics in the city due to our water transportation system. Special boat cars have arrived, through which we can transport goods and people along the flooded streets and collect the people that are still in their houses and unable to leave.
EVOKE NETWORK MEMBER 2
The boat cars are working like boats on the water, and like cars on the street. They are the ideal transport solution for us.

MAYOR 1
I see, with these solutions at least some of our problems can be solved.
EUREKA 2
Yes, and the weather forecasts predict a stop of the rain falls within the next two days. We have 48 more hours to go, then hopefully there will be light on the horizon regarding the water ma****!
MAYOR 3
Let’s hope it will be like that. The rain has not yet stopped, and there will still be much water coming down the next days.
EUREKA 4
Let’s start! Let’s contact the red cross workers in the emergency colonies. We still have a lot to do.
