Unconditional basic income

The Basic Income Earth Network (BIEN; until 2004 Basic Income European Network) is a network of academics and activists interested in the idea of a universal basic
income
, i.e. a guaranteed minimum income based
solely on citizenship and not on work requirement or charity. It serves
as a link between individuals and groups committed to or interested in
basic income, and fosters informed discussion on this topic throughout
the world. Their website defines a basic income as "an income
unconditionally granted to all on an individual basis, without means
test or work requirement."

Formed in 1986, BIEN held its first international conference in Louvain-la-Neuve in September of that year. It expanded its scope from Europe to the Earth in 2004. From 1988 they published a newsletter three times per year; however, this has now been
discontinued and replaced by an electronic newsletter distributed every
second month. BIEN's secretaries have been Walter Van
Trier
(1986-1994), Van Parijs"">Philippe Van Parijs (1994-2004), and David Casassas
(2004- ).


Bedingungsloses Grundeinkommen (BGE) ist ein sozialpolitisches Finanztransfermodell, nach dem jeder Bürger unabhängig von seiner wirtschaftlichen Lage vom Staat eine gesetzlich festgelegte und für jeden
gleiche finanzielle Zuwendung erhält, für die keine Gegenleistung
erbracht werden muss (Transferleistung). Prinzipiell identisch
zum „Bürgergeld“ wird das BGE jedoch meist als
Finanzleistung diskutiert, die bereits ohne weitere Einkommen
oder bedingte Sozialhilfe existenzsichernd wäre.

Zu den vielen in Deutschland diskutierten Modellen eines BGE gehören zum Beispiel das Solidarische Bürgergeld (Althaus-Modell), das Ulmer
Modell
oder das Modell der von Götz
Werner
gegründeten Initiative Unternimm die Zukunft.
Einen ähnlichen Ansatz verfolgt die auf Friedman"">Milton Friedman zurückgehende Negative Einkommensteuer,
die jedoch nur Geringverdienern und Nichtverdienern zugute
käme. In der Schweiz entwickelt die Initiative Grundeinkommen ein
Modell der Umsetzung eines BGE.


Die Initiative Grundeinkommen wurde 2006 vom deutschen Künstler Enno Schmidt und dem Schweizer Unternehmer Daniel Häni
lanciert. Sie ist eine gesellschaftspolitische
Bewegung in der Schweiz und strebt ein bedingungsloses Grundeinkommen
für alle Bewohner eines Landes an wie die verwandte Initiative «Unternimm
die Zukunft
» in Deutschland von Götz
Werner
. Die Initiative versteht sich selber vor allem als so genannten
«Kulturimpuls» und zunächst nicht als direkten realpolitischen Vorstoss.
Sie geht davon aus, dass zunächst eine paradigmatische
kulturelle Wandlung vollzogen werden muss, bevor politische Umsetzungen
ins Auge gefasst werden können.

Das Netzwerk der Initiative besteht aus Personen aus dem ganzen deutschen Sprachraum. Die Initiative wird in der deutschen und schweizerischen Presse intensiv diskutiert, auch konkrete politische
Umsetzungen beziehen sich auf Deutschland (Bundestagswahl 2009) und die
Schweiz (langfristiges Ziel einer Volksabstimmung).
Die Initiative ist als Verein konstituiert und Mitglied beim Netzwerk
Grundeinkommen
und B.I.E.N. Schweiz. Sitz der Initiative ist
das «Unternehmen Mitte» in Basel.

Die Initiative, deren Träger in Deutschland und in der Schweiz aktiv sind, strebt langfristig eine konkrete Umsetzung in der Schweiz an. Die Gründe liegen in der relativ
überschaubaren Grösse des Landes, dem hohen Lebens- und Bildungsstandard
und vor allem in den Möglichkeiten der politischen
Willensbildungsinstrumente, namentlich der Verfassungsinitiative.

This is heartening. I've been conducting research the past 14 years whose fruits might be a beneficial for humanity someday. I've been in poverty while doing the work, but believing in myself and my project I have persevered. Such an income would have sustained my efforts and made life much easier. In the US our society does not support such efforts such as mine.

I believe this idea was actually proposed in the US under Nixon-- as a 'negative income tax'. It's a great idea- for the reasons Catherine suggests- to support people doing socially useful things which there is no market for- and also just to 'put our money where our mouth is' as a society when we speak of the inherent worth of each individual.

Fourier imagines with “Phalanstrère” a state, in that 1500 -1600 persons of different financial situation, age, character, theoretical and practical knowledge are living together.
The basic principles of this society are production and consumer community and joint children's education.
The state is understood as a cooperative, whose members are joint owners.

Having grappled with the welfare state of our country myself, I'm now living and earning less than the minimum income decided by the government that is needed to live on. I really want to go back to university to study more about other countries but my hands are tied - why? Money...

I really hope this comes about Martin. But at the same time I'm worried about the millions of those on Jobseeker's Allowance who would see this as an excuse to be even more lazy.

They can begin to do the work of their soul rather than the work of an out-of-balance and planet destroying economic system.

Fourth of July on the Lake

This past weekend was the annual celebration at the lake house in Connecticut. It is amazing that the lake is still so clear and beautiful after all these years. The meal

It is 7'oclock, I was late home from work due to an assignment that i wanted to get ahead on. By the time I get home I am feeling extremley tired and I cannot be bothered to make a proper meal. The exchange works directly for state and public workers and servants. It gives them credit in exchange for the amount of public work they contribute to the community. The more constructive they are based off a base rate the more credit they recieve.
