I live in New England, a part of the US where we regularly get blizzards (also called Nor'easters, for the North East direction of the storm's movement). We can easily get several feet of snow in less than 24 hours, and it quite literally freezes the flow of the cities commerce and resources. For most people, it's not a big deal to be stuck inside, or to have to navigate the piles of snow and slippery streets and sidewalks and stairs, and often there are power outages, as well. But there are still many folks who need help during such storms, and an organized system for reporting requests for help and for listing offers of help would be very beneficial so that the wh*** community could take better care of itself.
I'm imagining that we'd want to prioritize helping people who report needing the most basic necessities of life - food, water, warmth, and light. So those requests would be at the top tier for first responders (with government services acting as a back up if friends and neighbors don't help out quickly enough). Then transportation needs would be the next tier, with common requests involving someone to help shovel walkways, be a walking partner, running errands, or possibly helping people take the bus or subway. And finally, the third tier of information we'd collect would be requests for companionship and less necessary material needs.
So that's:
Tier 1 - food, water, warmth, light
Tier 2 - transportation
Tier 3 - other important resources
This would be an ideal supplement to the 911 Emergency line, as it would allow neighbors and friends to help out as often as possible, rather than tying up emergency crews for less dangerous situations. And it would help create a more resilient community, where people would get to know each other better, and feel more connected and responsible and appreciated.
The general information about what kinds of needs people had would be collected via phone or on the internet, and would be available for anyone to see. And personal information would be given out to anyone who was a registered volunteer who'd either gone through a short training/orientation by the city, and had cleared a background (CORI) check, and/or who was already registered in the system as being a member of the requester's personal pool of friends/family.
This would also be great to have during non-emergencies, and would be best if it was set up during normal circ**stances so that it was in place and functioning well before any emergency popped up.
