A crash course in changing the world.
The area which I live in is largely agricultural and fields have to be replenished with nutrients regularly so that the fields don't become depleted. Often a food crop is grown on these plots of land and eventually tilled under when it has fully grown. This helps to replenish the soil for further growing. Tomatoes are a commonly grown crop and are only harvested by people who know that the tomatoes are free for the taking.
What can be done?
I was told once that there is no such thing as a lack of resources, simply a lack of resourcefulness.
A simple solution using tomatoes could be to have a group harvest them and distribute them for free within the community or simply sell them at a low price and reinvest that money in other foods for people in need.
There is no lack of resource, simply a lack of resourcefullness to gather the extra tomatoes that will be eventually tilled under and thus wasted.
