I think the article relates more to the "broken windows theory". I don't entirely agree with the theory, as making one's environment more aesthetically pleasing does not tackle root causes.
But to answer the question: I would look to local businesses so I could tackle two problems at once. Assisting the local economy and contributing to the beautification of the neighbourhood. If you mean a structural redesign, I would use local materials wherever feasible.

I can definitely appreciate your answer as my spouse owns and runs a small, local business. Businesses work in places where there are people and people go to places where businesses work.
I think of it as a "state" - like in biology. When the system is working, there are reinforcing forces at work. But when the state is gone, the forces work against each other.

It is 7'oclock, I was late home from work due to an assignment that i wanted to get ahead on. By the time I get home I am feeling extremley tired and I cannot be bothered to make a proper meal.
