There may have been a large influx of Indonesians, due to a projected sea level rise of 0.1m removing a not insignificant part of the Indonesian coast. Hong Kong itself would not be affected very much by moderate sea level increases.

The exchange works directly for state and public workers and servants. It gives them credit in exchange for the amount of public work they contribute to the community. The more constructive they are based off a base rate the more credit they recieve.
