Tidal power is not a new idea -- it was used as far back as the middle ages to power mills. I even remember, when I was younger, wondering they dammed rivers, but didn't use the ocean.
This is different than many types of tidal power generators, as it is floating, allowing not only mobility, but also placement in tougher conditions than a stationary one, one that couldn't be built in severe conditions.
Also, think of the use as a mobile emergency power generator? A coastal city could have three or four of these constantly connected to the grid, then, when an emergency hits, they could loan them out to neighbors, just by sailing them down the coast and hooking them up to the local grid.
