I think that providing skill is better than just giving finished technology, because finished technology is finished and the function can't be develop or expand more. Finished technology cannot last long, sometimes it will not functioning or even breaks, then they will just need to try to fix it or they can only throw the product away. In other words with providing skills, they can explore more skills by their own with their knowledge and imagination. Skills can also last long, it will never broke or be thrown away. In other words, it will never disappear or be forgotten.
From all of that, actually the most important thing is the money, the income that they will get. If they use the finished product it's the same thing as just giving them the solution, by using the same ideas above, they will just get the same amount of money and it's probably going to be a low income. In other words, by providing skills we are giving them a hint to the solution and their income at first will probably be very low. But, like what I say in the first paragraph, they can explore the skills and once they successfully found new skill, their income will 100% be really high.
