Hi Cian, it´s West Chicago and those are not pipes but flat beds, it´s a great method to grow vegetables in a City.

Hey! I guess you can call them many ways, but most people call them "Raised Beds". If you are in a city it´s hard to find real soil. So this beds are the perfect alternative to grow vegetables even if you are in a rooftop http://en.wikipedia.org/wiki/Raised_bed_gardening
