Projects need to demonstrate progress to stakeholders. Simply, they need to answer the question: "Are we getting anywhere?" Advocacy projects are difficult in that they can take years if not decades to reach desired results. Thus, it is important to intermediate stages. OXFAM uses these stages:
1. Heightened awareness
2. Contribution to debate
3. Changed policies
4. Policy changes implemented
5. Positive changes in people's lives

Just finished a few case studies on M&E (monitoring and evaluation) for advocacy.
Projects have to take a long term view on advocacy efforts that can take years and decades. Examples of progress need to be collected to demonstrate that movement is being made. However, just because an advocacy effort reaches its goal (a law passed, a policy reversed)...it is not a success until measured as a positive difference in the lives of the target population.

Tourism is a powerful bridge of cultures and people. Yes, tourism brings in much needed capital from outside the areas in need. More importantly, tourism generates understanding and compassion between people of different cultures. They learn where there are differences and, most importantly, they learn what they have in common.
