Food insecurity in Montreal—like most developed urban areas—is primarily about poverty, not food supply. Despite various social service supports, it can sometimes be hard on a low income to provide for housing, food, transportation, heating, and the other necessities of life.
Food security issues elsewhere in the world can be very different. They're often about poverty too, but they can also involve:
*Shortages in local supply, due to climate, drought, poor soil conditions.
*Shortages due to human action—such as blocking food supplies as a weapon of war or politics.
*Shortages due to increasing global food prices, currency fluctuations, or other issues.
*Inability of farmers to sell surplus product, whether locally or (perhaps because of trade protectionism) internationally.
*Transportation, storage, or processing issues.
