Well the title means a few things:
everyone is happy
everyone is involved (the wh*** world)
there is water and
it last at least a day
so...this is how I envision it. No matter who you are or where you are on this special day you get up. You drink some clean water and think about water the wh*** time you are drinking it. Next to broaden the circle of what gets water you offer water to another creature like your spouse, child, pet or plant. The next part of the ritual day spreads the love to an even wider circle where you offer some water to a system. You go and water a grey water system, an ecosystem, or a filtration system to think about how water is bigger than us, bigger than our friends and family, it is as big as freedom.
By now you have used water several different ways and it is time to put some effort into cleaning dirty water. Everyone gets together before lunchtime to build, plan, maintain or beautify a water purification system. This could be a sewage treatment plant, a septic system, a grey water system, a living machine or even your home water system.
Meet for lunch and eat...WATER! In the form of cuc**bers, lettuce, watermelon, water cress, ice-y things, cold soups etc. The after meal celebration is to rinse and drip dry.
