This is a Google Map of the central North Shore of Long Island with points marked off of the coastal area that have medical supplies, lots of room (like schools) and considerable food supplies The rectangular area are wooded or empty areas (like golf courses) that could house shelter points with provisions without taking away too much from the surrounding area--ie, you wouldn't want to build over the golf course, but there might be enough room for a small warehouse with stocked provisions where people in the neighborhood could go. The new sheltered could be build on foundations that were higher than normal, or perhaps on a hill (as there are plenty of hills in the area) and with specially constructed materials to withstand weather damage and flooding. Some of the existing structures, such as the hospitals or university, should be reinforced at certain points to withstand flooding or weather damage--especially buildings that already have beds, medical supplies, and food.
