United Nations, New York — UNIFEM Executive Director Inés Alberdi and the Secretary-General of the Inter-Parliamentary Union (IPU), Anders B. Johnsson, have signed a Memorandum of Understanding, with the purpose of providing a framework of cooperation and facilitating collaboration between UNIFEM and IPU in areas of mutual interest.
With the Memorandum of Understanding, the Parties agree to cooperate, on a non-exclusive basis, in the areas of gender-responsive budgeting, ending violence against women and girls, governance for gender equality, and on the International Knowledge Network on Women in Politics (iKNOW Politics). The initial period of duration is two years.
The Memorandum was signed on 30 March, during the Inter-Parliamentary Union’s 122nd General Assembly that took place in Bangkok, Thailand. As stated in the Memorandum, IPU places great emphasis on promoting women’s political empowerment and respect for women’s rights through parliaments, including by promoting their access, supporting elected women representatives, strengthening parliaments’ capacity to address gender issues, and mainstreaming gender into their work.
A new survey on women in parliaments and executive spheres of government, released by IPU in March, indicates that overall improvements have been registered in the fifteen years from the Fourth World Conference on Women in Beijing. Still, the target of gender balance in politics is far off in too many countries.
By the start of 2010, the global average for the proportion of women parliamentarians reached a high of 18.8 percent, compared to 11.3 percent in 1995. This equates to an average 0.5 percentage point gain per year. For women in the executive and Heads of State, overall progress is even slower than at the parliamentary level. Women count for just nine out of the 151 elected Heads of State (6 percent) in 2010, up from just eight women leaders in 2005. On average, women hold 16 percent of ministerial posts.
