I think this is a simplified statement meaning that one must first recognize that there is indeed a problem, and that the solution is almost always readily available.
Obvious solutions are not necessarily received in the best way. People suffering from a drought in a specific area, should move to a new area. Transporting water vast distances is not an acceptable solution in my opinion as it does absolutely nothing to relieve the problem, which is the drought , not the people suffering from the drought. I in no way mean that transporting water to drought ridden areas is not an acceptable short term solution, for the people suffering from the drought. However, over the long term is not cost efficient and allows for interruptions and exploitation, increasing strife, stress and discomfort. In other words creating more problems then it solves. Irrigating or even redirecting water flow into the affected area is also an incompatible and inefficient use of time power and resources. Short term solutions could in effect exasperate the initial problem. The solution of moving an entire Village or people from an area, will not be met with pleasure by the people who are suffering from the drought and do not wish to leave an area where generations of their family have lived and thrived (Or what they perceive as thriving). For as long as water is brought from an outside source.
