For any kind of city, the general resilience plan always sticks - for California cities, such as San Francisco, and Ojai, the general resilience plan reflects on the fact that Californian cities are always under security because of the threat of earthquakes. Since the threat of earthquakes exist, we must prepare.
Ideally, the resilience plan is usually the same now, besides having reinforced structures, an emergency supply and disaster response team should always be put in place. My hometown, Ojai, has reinforced structures, but neither of the other two.
I took the liberty of explaining this to three different people that this resilience plan is only in alpha stages, and it needs to be built on - this city needs to have the other two things in order to be fully protected - it needs an emergency supply center, and an emergency disaster response team. By spreading the word to three people, it can be assured that it will spread by itself gradually.
