I was in Nicaragua last spring working with a group called El Porvenir. They work with communities to help them get water, toilet, and stoves, along with reforesting their land. It's all very dependent on the desire of the community to participate. It was very impressive.
Comparing this grassroots organization to a "top-down" style was informative as well.
If Japan is going to beat their food crisis, people on the outside will need to work with them - find out what they think will work, discuss it, and help them to implement the solutions THEY decide upon.
