critical challenge to central Texas

When the shooting happened on Ft. Hood in 2009, I was in a classroom less than twenty minutes from the base. Immediately, all nearby campuses went on lockdown, but no one knew why. Teachers eventually received an email with some vague information, but no specifics were given. The exchange works directly for state and public workers and servants. It gives them credit in exchange for the amount of public work they contribute to the community. The more constructive they are based off a base rate the more credit they recieve.
