Thanks about that. That is a good idea. A proper Audit is required to find out what really happened. Because it is Government situation, they need to appoint a Forensic Accountant/ Auditor to investigate before any other alternative plan of action is taken. It would not be easy, but getting all sufficient appropriate doc**ents that can lead to accurate and reliable evidence, Audit would be successful. Sometimes, it difficult to get enough information which can lead to proper Audit because of agressive management and those who were responsible for irreguralities. Some of them may be incompetent. Thorough evidence is required.
One of my early posts received a significant number of points from the agents running the game. It is one of the many mechanism for rewarding contributions that the pupetmasters see as especially helpful in Evoke. I can't find the original post from Alchemy that describes how this works, unfortunately. Keep playing and you will see how things work. Some people get points by volume of posts, others by quality, others by a combination there of. Hope this helps.
