Learn 7 - Bangalore/India & disaster management

"The background:

"2008 Bangalore serial blasts occurred on July 25, 2008 in Bangalore, India. A series of nine bombs exploded in which two people were killed and 20 injured. According to the Bangalore City Police, the blasts were caused by low-intensity crude bombs triggered by timers.

Bangalore is the information technology hub of India with more than 40% of the country's IT and software industry based there. India already suffered from a similar series of blasts in Jaipur, in May 2008.

The Times of India has reported that either the banned organization Students Islamic Movement of India or the militant organization Lashkar-e-Toiba could be behind these blasts. The Intelligence Bureau is not ruling out the involvement of these organisations, however the police maintain that it is too early to attribute blame to anyone."

India is, so V.S. Naipaul says, the land of a thousand mutinies now, just waiting to explode, and communal riots are one of the disasters that strike suddenly on the flimsiest of pretences sometimes with no one verifying the facts. In 2010 I think that if a communal riot broke out with both sides to blame and not to blame, for a third world country like India disaster managment wold come not through things like ushahidi but through mobile phones, internet, tv and yes mainly fm radio."

Maybe during a volatile riot or communal civic collapse--not from natural disaster, or perhaps as a follow-on, the implementation of the Ushahidi system would be time-consuming and not as effective as on-the-ground management, command and control. A third-party broker such as Ushahidi could, very effectively, follow the real-time communications, and be ready with ground maps and statistical, supply and security information when real-time crisis managers had time for consultation, but as the "fires burned" it would probably be best to coordinate via on-site radio, cell phone, even TV or internet/skype--until each small emergency response unit had time to coordinate and set up a chain of access. For ongoing, long-term (still realtime, but not in throes of conflict and collapse) solutions and crisis management, Ushahidi would then become a very valuable asset, so that needed redundancies are orchestrated, and non-productive redundancies eliminated. @ Koshy, so would you say Unlike the field of battle, riots and disasters are often spontaneous and that the immediacy of the disaster requires spontaneous response--and then Ushahidi as an add-on...??? thank you for the post.

yes ushahidi could come in but later :)

there is no reason why the ushaidi not used right from the outset.
if we had the earthquake in haiti as an example, we see that already at the time of the tremor, twitter was immediately flooded with information, if we have a platform that can aggregate all this initial information, the most urgent problems may be answered more quickly and accurately by the competent authorities.

I think a very good step for a resilience plan, is an preventive deployment of a platform as ushaidi at the local level. and provide the information to civil society.

i tried downloading ushahidi - my connection does not permit me to do it or to watch the videos evoke asks me to or even understand the details of the google map maker
all this is igood for advanced countries maybe
i am surein bangalore many already know aobut ushahidi and are putting it in place

that's a real difficulty, sorry... sometimes i forget that internet doesn't work at the same speed all around the world :(

well, the purpose of ushaidi is aggregate info, from all the different platforms, and represent them in map, so it's possible to identify and sort the different problems and urgencies, with the help of local civilians.

@ telmo, you have mentioned one of the reasons for my question above (I still don't know answer; you seem tech conversant, can you clarify?) "I forget that internet doesn't work at the same speed all around the world :( "
So as a disaster unfolds, responders rush to help; but if internet connections are slow, and information access via internet undependable (and I am out of my wading pool depth here in the tech zone..) how can ushahidi assist--if there is 1/2 hour delay (or longer; I have lived in some remote locations too) or lines close down, realtime communications are urgently needed.
What augmentation platforms (right word?) or avenues exist to make ushahidi accessible in a low-tech world-zones? (low tech due to poor infrastructure, or low-tech due to disaster-impairment or eradication of existing tech/communications platforms).
@telmo--if you can answer, that would be great. it is a stumbling block in my blog as well.
@ koshy--thanks again for good post!

have used ham--very bulky to carry around, though unless there are technologies I have not seen?
Comment by telmo teixeira on April 16, 2010 at 4:28pm
the am radio it's a very good suggestion, the main idea is to aggregate every information reported from the field, no matter the technology that is used.

Fourth of July on the Lake

This past weekend was the annual celebration at the lake house in Connecticut. It is amazing that the lake is still so clear and beautiful after all these years. The watershed association has done a wonderful job protecting these waters from the damaging effects of development. The wood grill was finally ready to cook on, so we didn't miss the propane tank fueled grill anymore. The food actually tasted fresher than in the past and was easy to keep fueled.Dad was very proud of the solar hybrid…See More

Stinging Nettle

In this blog post I will focus on a plant that is abundant in our nature, and which is immensely nutritious. It's of course the Stinging Nettle. In addition the Stinging Nettle consists…See More

Future

FutureToday is 2020/1/1. It is just like yesterday. The war is still continuing. It has started since 2010. In 2010, that year was a horrible year. Almost every energy ran out. Every country’s governments were crushed down at the same time. There were riots everywhere. All of the big company’s bosses were killed xdeadx in the riots. Troops fought each other everywhere. Food was bought up xawayx at once. There were no more food supplies in any shops. The economy was all crushed down. All the…See More

public servants

The exchange works directly for state and public workers and servants. It gives them credit in exchange for the amount of public work they contribute to the community. The more constructive they are based off a base rate the more credit they recieve.
