A crash course in changing the world.
According to the USDA-ERS website (http://usda.gov/wps/portal/usda/usdahome?navid=DISASTER_ASSISTANCE&...) the US federal government is providing $16 million in financial and technical assistance to help producers facing extreme drought conditions. This funding will be available to crop and livestock producers in 19 states to help them cope with the adverse impacts of the drought. In addition, the USDA will transfer $14 million in program funds to an Emergency Conservation Program.
These funds can be used to assist in moving water to livestock in need, providing emergency forage for livestock, and rehabilitating lands severely impacted by the drought.
One good, new solution would be to encourage farmers to use organic fertilizers, like humates, that provide not only essential nutrients to crops, but also hold large quantities of water (thus decreasing the need for rain or irrigation). For example, fertilizers based on humates can hold up to five times their weight in water. They also help to rid the soil of chemical and other contaminants.
