Problems are not always obvious from afar, how could I know your story without ever speaking to you? In the case of Africa problems are far from simple and encompa**** people, cultures, history and resources. in Africa we have some countries doing very well and other doing very poorly. There are issues with civil war, famine, corrupt governments, generally poor education and political climate seem to be big issues.
In the case of Zimbabwe, it was once considered the bread basket of Africa and in recent times has gone into decline. Zimbabwe is considered politically hostile to foreign aid, in this we can't just initial programs to fix "problems", there must be diplomatic solutions first so that the political environment is stable enough to build infrastructure. Other countries are more open, or in the process of recovery. We must a****s the situation and tailor a solution that is flexible to do a lot with very little.
In some cases you have several clans competing for power in one country, as in Somalia. Immediate solutions may not necessarily be providing infrastructure, where as a peaceful solution to conflict may be needed before then. Peace may only be found by radically altering the boarders of a country, redrawing the map lines, building a dialogue with local warlords to convince and persuade that peace is the best option.
As with many things it takes time and often generations. You can teach an adult a better way to do something, but their culture is already ingrained, change is hard. Children are much more receptive to change, but it may take 20 years before they are in a position to make change happen.
Edit: I found this article very interesting about challenges Africa. The issues are many, complex and mixed together in some cases.
