I can easily see a type of technology based on smart phones that could track the path of severe weather as it traveled on the ground in real time.
Living in tornado alley, it can be nerve wracking to stay up all hours of the night just listening to the weather reporter telling you that the storm is in this town, seeing your town up the road and listening for the sirens to go off or to hear the newscaster say "if you live in area x, now is the time to seek shelter." Then racing downstairs trying to listen to the TV over the siren and wondering what the heck is really going on upstairs.
Having the smart phone tech would take some of the panic out of that, by being able to watch it on the cell phone and knowing when it was all clear. Not to mention, it would be easier to check with relatives and neighbors by an new application designed just to do that. In advance, you put in the people you need to check with and notify then with a push of a button you can contact all of them at once, letting them know that you are okay, or that you aren't.
