A crash course in changing the world.
My first blog posting was focused on non-crisis water purification--on technologies installed or procured before emergencies, productive in the long term (also could be re-purposed for crisis use).
Large-scale water crisis situations (hurricanes, floods, cyclones, tsunami, earthquake, etc.) require special innovations to ameliorate the critical lack of potable water, and offset or prevent the spread of disease.
Crystal Bellar has posted a Learn4 blog on measures individuals can take to be prepared, to survive a water crisis:

In the light of individual use, but provided on a large scale, pottery water filters (treated/fired with a coating of silver nitrate--the nitrates cook off, the silver residuals kill 99.88% or more of waterborne bacteria and microbes; silver suspensions are used in salves applied to fight infection for burn victims while their skin rebuilds, as well...). Two good sites for learning more about these affordable (US $7.00 or $8.00) are:

There are several large-scale providers which provide and mobilize resources to offset/meet the overwhelming need for clean water supplies after a major disaster has immobilized a location, and decimated potable/clean water sources.

"Global Hydration can eliminate the gap that currently exists between the time a water emergency is declared in your community and the time that a response can be arranged. If your community is not supplied with safe drinking water within 8 hours citizens will have no choice but to drink contaminated water which will quickly allow a manageable situation to become an overwhelming medical disaster as symptoms of waterborne diseases such as Giardia, E. coli, Salmonella, diarhhea, etc. begin to present throughout the community. Reliable, cost effective, emergency water purification must be a top priority. Reliable, cost effective, emergency water purification must be a top priority. The Can Pure™ Water Purification System and AQUATABS® Water Purification Tablets have been specifically designed ..." to meet community needs during a water crisis.

U.S. EPA Environmental Technology Verification (ETV) Drinking Water Systems (DWS) Center is presently evaluating an ERWTS developed by the U.S. Army, called the Expeditionary Unit Water Purifier (EUWP). The EUWP was used to provide potable water to a hospital in Biloxi, Miss., in the aftermath of Hurricane Katrina while the water system was being repaired. The EUWP is a skid-mounted system designed to fit into a C-130 transport aircraft. The system can produce potable water from almost any freshwater or seawater source. The EUWP uses a bank of ultrafiltration (UF) membranes, followed by a bank of reverse osmosis (RO) membranes, to treat the raw water. The treated water can be chlorinated and stored in 20,000-gal storage tanks prior to distribution."

"The portable systems have the ability to supply 30,000 gallons per day of clean fresh water for drinking or irrigation - and 3.2 kilowatts of electrical power.
The Mobile MaxPure™ is a stand-alone, sturdy and robust 7-foot cube that opens with the press of a button, unfolding a solar array which can deliver 3.2 kilowatts of electrical power and, with the Company’s patented AquaMax™ controls, can pump and purify up to 30,000 gallons of water daily. The unit can also desalinate brackish or sea water. It will operate from sunshine alone or in combination with a power grid. Mobile MaxPure™ is also equipped with a back-up generator and a battery bank for 24-hour use
