As I live in Vancouver where it rarely snows in winter, the citizens are generally unprepared for heavy snow. During a heavy snowstorm when the city would be shut down (no snowplows), the ushahidi system would be useful in sharing information about stores that were open, buses that were running, and public locations in the city that were heated. If a part of town was experiencing a power outage at the same time, then the citizens could mobilize to provide assistance to those in need as well as share data on the extend of the power outage.
This would have to be a private business, citizens, local government collaborative effort to continually keep everyone informed, so that the data plotted was current and reliable.
